This means that the European Ombudsman is helping to construct a Europe of Citizens just as the Treaty of Lisbon has entered into force and the Charter of Fundamental Rights of the European Union has become legally binding. It should be noted that the right to good administration is a fundamental right for European citizens, enshrined in Article 41 of the Charter of Fundamental Rights of the European Union. In 2001, the European Parliament approved a resolution on the Code of Good Administrative Behaviour, which must be respected by the institutions and bodies of the European Union.
