lpv:spoken text	"Mr President, just as one swallow does not make a summer, neither does one cold winter disprove theories of climate change and global warming. Indeed, for more and more people, the evidence is overwhelming because both the scientific evidence and the visual evidence prove that there is climate change. People have described the Copenhagen conference as a flop and a failure. I think it could be more accurately described as a little step in the right direction: one small step in the right direction. But the challenge now is, in Mexico, to turn that small step into a giant leap for mankind. For us in the European Union, in particular, it is a major challenge, to show that the new institutions and the new positions created in the Lisbon Treaty are effective.
