One example is the Canary Islands and the people who live there. Last year, I was there to take a course in Spanish. To my surprise, I discovered that, if I take a Spanish course at a school on the mainland or in the Balearic Islands, costs are reimbursed, but not if the school is in the Canary Islands, as it is not part of Europe.
