"Mr President, the Spanish Presidency will be judged on the basis of its institutional implementation of the Lisbon Treaty. Prime Minister, I wish you every success. To stimulate economic recovery and the creation of new jobs, your challenge is to bring about the completion of the EU’s internal market, including opening up services markets in areas that are still treated as exceptions. Until this has been achieved, the success of any EU strategy will have a limited effect. I support your commitment to the creation of a common energy market, interconnecting energy grids all around Europe. I wish you would use to this end Parliament’s position on external energy security and solidarity that was adopted back in 2007 and is awaiting implementation. Agenda 2020 means introducing information and communication technologies into everyday practice, making use of the best practices of Member States that have already made progress in this field. I hope that your Presidency can decide about starting a central agency for administration of IT systems that Europe clearly needs. What we also urgently need is to work out a reliable European cyber defence security strategy. I hope that the EU will play a more active role in stabilising the situation in the South Caucasus, too, within the framework of the new Eastern Partnership strategy. Last but not least, I suggest that you remain committed to the EU’s common position on Cuba until real changes there can be confirmed. Sadly, the refusal of the regime to allow our socialist colleague to enter Cuba because he wanted to contact the opposition is not a sign of real change."@en1
