"Let me begin by expressing the hope that, in spite of the fairly general nature of the programme, the Spanish Presidency will achieve concrete results by the end of June. I welcome the fact that the Presidency is concerned with developing the European Research Area and ensuring mobility for researchers. However, at a time when there are labour market restrictions, this task is going to be difficult to achieve. I hope that the informal meeting of employment ministers at the end of this month will end with specific results in this area. The programme also includes the review of the TEN-T action guidelines. It would be desirable for the review also to take into account the Danube Strategy which, although not mentioned directly in the Presidency’s programme, is a European Commission commitment for 2010. In the energy sector, it would be desirable to improve the European Action Plan for Energy Efficiency and adopt the 2010-2014 Action Plan for Energy. With regard to the former, I believe that its revision should also include a proposal on financial resources, especially with a view to making buildings energy efficient. The European Economic Recovery Plan has included the European Union’s involvement in funding the Nabucco gas pipeline. It is in the European Union’s interest for this funding to continue in the 2010-2014 Action Plan for Energy as well. As far as the Eastern Partnership is concerned, it is worth stating that the European Union’s relations with Ukraine are extremely important. I would also take this opportunity to ask you not to forget the Southern Caucasus region, which is an important alternative energy resource for the European Union, or the Republic of Moldova, which is in great need of EU assistance during this period of transition to democracy."@en1
