"Among the joint objectives, I would like to highlight overcoming the economic crisis and the creation of new jobs. We are all aware that there are signs of recovery appearing in some countries, but this is not reflected in the overall employment situation. What the citizens of the European Union really need is jobs. This is the only acceptable basis for renewing the Lisbon Strategy. We have to make sure that the new EU 2020 programme does not repeat the mistakes of the Lisbon Strategy. For now, we cannot see the factors that will make it different and more credible than its predecessor. So far, we have heard only about slogan-like targets, and an extremely tight schedule for adopting it. If the European Parliament is involved in the process in a way that is commensurate with its significance, it is impossible to finish the process before the end of the second quarter. We need a mature and harmonised programme instead of a hastily mounted communication campaign. Let us consider the following. How to share responsibility between the Member States and the Union? How to control the implementation of the strategy? Whom do we want to benefit with the new strategy? How will the Union represent the interests of all its regions, not only of certain industries, companies, or countries? How to harmonise the cohesion and the structural policies? When working under pressure there will be no time to answer all these questions. Haste comes at the expense of quality. I draw your attention to two European-level issues included in the targets of the future Hungarian Presidency. The first one is to establish a common water management strategy, as water is our common treasure. The concept of the Danube as a green corridor is related to this. Our other aim is to lend a hand to the European regions. We have to take advantage of the strength of these communities."@en1
