"According to a United Nations report, in 2009, some 270 000 people were victims of human trafficking within the European Union. With these figures in mind, we need to ensure that European Union action is based, first and foremost, on victim protection, with special focus on the situation of women and children, who are the most vulnerable. We cannot continue to stand by and remain indifferent to the play that is being enacted, to the sideshow of sexual exploitation that is unfolding before our eyes. For this reason, I completely support the Parliament’s demands that victim assistance should be unconditional and that more forceful methods and more severe penalties should be adopted, as Mr Barrot has just told us. Having said that, I would like to call on the Spanish Presidency, the European Commission and the Council to use all the European legislation at their disposal, both existing and future legislation, to protect the victims of human trafficking. I consider that the proposed European victim protection system, which I personally demanded from the Spanish Presidency during the Stockholm Programme debates, and which has finally come to fruition, will be an effective instrument for fighting such crimes. I hope for a firm undertaking, as we have already seen, from the Spanish Presidency, to ensure that this system offers victims special protective measures that will be effective throughout the European Union. I hope that we who are responsible for taking action against the most severe problems in our society will come up with a real and substantial response to this extremely severe problem of human trafficking and that our words will not be empty promises. We really owe it to all the victims."@en1
