"All of us will certainly agree that this is one of the greatest disasters in that region in the last 200 years. And speaking on behalf of my colleagues in the European Conservatives faction, and on behalf of my fellow citizens in the Czech Republic, I would like to express sympathy and compassion for all the victims and those who are suffering. Nevertheless, regardless of this tragedy, there are signs that even after the ratification of the Lisbon Treaty, the European Union is still uncoordinated and incapable of prompt action. It distantly reminds me of a four-headed dragon. We have a President, Prime Minister of the presiding country, President of the Commission, and Commissioner-designate. Ladies and gentlemen, I personally believe that in this particular case, we have to recognise that the European Union has been caught flat-footed. Those who have not been caught napping are the citizens in the individual Member States who have been providing material as well as financial aid day after day."@en1
