lpv:translated text	"Mr President, ladies and gentlemen, every evening, the 8 o’clock news reminds us of the unspeakable suffering in Haiti. The suffering is perhaps matched only by the near worldwide compassion that surrounds it. This compassion is certainly spontaneous and sincere, but it is short-lived. The moment of truth will come in a fortnight, once the media have chosen to focus on other events. If someone does not pick up the baton, then Haitians will once again risk finding themselves alone, abandoned to their own fate. In a country in which everything remains to be done, starting with rehabilitation and reconstruction, it is important to act so that the different sequences lead to genuine development. As for the European Union, it has an extensive range of tools and solid experience in this area. This is why the challenges faced by Haitian society, which is desperately poor, also represent a moment of truth for the European Union. It is in the coming days and months that we will have to act in an effective and determined manner. This is the most important aspect from the point of view of recovery once we have restored conditions of security and public order, which are essential for any coordinated action in a country in which everything has been damaged by the earthquake, including its institutional structures. I therefore feel it is wise to stress one essential aspect: the recovery, the reconstruction of the Haitian state, must be the work of the Haitians themselves. It is their development that we are talking about. We can help them in a spirit of partnership. Europe would do well to confirm this in the international conferences planned on this subject. Yes to partnership, no to paternalism and neo-colonialism!"@en1
