"Mr President, my fellow Members have covered the basic issues of today’s debate. I should just like to highlight two issues. Firstly, it is unacceptable for the preconditions to be met and for the facility to exist for taking advantage of our cohesion policies and programmes and for this to ultimately be unfeasible for operational and, more importantly, bureaucratic reasons. Therefore, the more we simplify our procedures and policies, the closer we shall be to what we are striving for, namely cohesion in Europe. Secondly, we have said that we are, in any case, coming out of the economic crisis which has affected the whole of Europe and the entire world at the moment. If we want to be optimistic, we obviously have to strengthen the areas with the greatest need and, more importantly, if I may say so – and I should like a reply from the Commission here – the social groups in greatest need of support. I am referring here, above all, to young people. This is our basic position and that of our political group on the social market economy. This is the only way we can face the future with certainty."@en1
