lpv:spoken text	"Mr President, the rise of multi-level governance has resulted in an increasing need for coordinating mechanisms and platforms, and local authorities often find themselves having to address social disparities caused by developments of policies over which they have no control and little influence. Moreover, it is very difficult to estimate the long-term effects of projects financed by European funds and the impact of programmes which are implemented at the same time. I would like to know how the European Commission intends to support the efforts of local authorities to generate an integrated and sustainable development strategy based on the needs of the communities and taking into account the needs which could be influenced by external causes. What instruments will be developed by the European Commission for local authorities?"@en1
