"Mr President, Commissioner, ladies and gentlemen, I should like to begin by sending a greeting to all the social organisations present in Copenhagen, hoping for a positive outcome for the future of the planet and for the future of global cohesion. We must defend cohesion policy as a Community policy that is a bulwark against attempts at renationalisation. This is necessary not only because of its direct impact on the development of cohesion across our regions and Member States, but also because of its added value in terms of strategic planning, financial stability and the visibility of the European project. At the same time, it is important to bear in mind the vital role the regions play and must play in cohesion policy. Decentralised management and good governance at various levels are crucial to ensuring the success of regional development policy. The establishment of transition mechanisms providing for a smooth transition in those regions and countries where intervention is gradually being reduced within the framework of the so-called convergence objective and the Cohesion Fund is another matter of concern to me. So, too, is the development of European regions that have to cope with natural difficulties, including the peculiarities of border regions."@en1
