"Regarding the first question, there have been numerous bilateral meetings during the autumn in order to try to facilitate and prepare for the negotiations. The EU is in constant contact with the United States of America trying to push and to call for a more ambitious statement from them. They, in their turn, have their own bilateral contacts; on some of these occasions, we have been involved and in some not, because we are trying to push from different corners. We have also had six bilateral meetings during the Swedish presidency with important stakeholders such as China, India, Ukraine, South Africa, Russia and the United States. Climate issues have been top of the agenda on all these occasions, so there has been a wide variety of meetings.
Regarding financing, it is a combination of old and new money, I must say. Some countries have made a mixture. Some have already allocated parts of their development budget. As the least-developed countries are the ones who will suffer mostly from climate change, therefore it is logical that certain parts of the development budget are pinpointed to different kinds of climate actions.
Now, as a consequence of the economic crisis, many Member States have lowered their ambitions on their total development budgets, and that is deplorable.
