"Mr President, the humanitarian situation in the east of the Republic of Congo – and, more specifically, in the eastern province and in the Kivu region – is disastrous, as we now know. The security situation of the civilian populations deteriorated following, among other things, the joint military operations conducted by the Congolese army and the Ugandan and Rwandan troops against all the rebel armed groups, operations which left countless massacres and human rights violations in their wake. Sexual violence is a very disturbing and very widespread trend, and is now part of everyday life for the people of Congo. What is more, numerous acts of violence are being committed against humanitarian workers. According to official figures, there are 2 113 000 displaced persons in the east of the Republic of Congo. Since 1 January 2009, more than 775 000 new cases of displaced persons have been recorded in the Kivu and 165 000 in the districts of the east of the eastern province. Currently, it is estimated that humanitarian aid is required for almost 350 000 vulnerable people: children, widows and victims of sexual violence. A rapid response by the European Union is therefore crucial."@en1
