"Mr President, other Members have already spoken of the tragic situation in the Democratic Republic of Congo. They have spoken of the millions of deaths and cases of rape and abuse against the civilian population. They have spoken of the United Nations Organisation Mission in the Democratic Republic of the Congo (MONUC) and of cooperation by the European Commission on the ground. Less has been said, however, about the need to control the illegal flow of raw materials, such as diamonds, gold and other products, to the rest of the world. These products are being ‘laundered’ through legitimate accounts and companies in our own countries or in the United States.
This is important work for Mrs Ashton. With the authority conferred on her by the Treaty of Lisbon and the support of the 27 Member States and of this Parliament, she could coordinate a whole programme of action to prevent this wealth from ending up in the hands of the warlords who are responsible for the killing and rape."@en1
