"At the present juncture, which also coincides with the moment when the United Nations is preparing to announce the extension of MONUC’s mandate, I think we need to reflect on the international community’s actions in light of the situation on the ground in the RDC, which is, unfortunately, continuing to deteriorate. As is also borne out by the experience of Operation Kimia II conducted by the Congolese army with MONUC’s support, military success is not sufficient when the cost in humanitarian terms is high and if it is paid through the suffering of the Congolese civilian population.
I believe that the recent military operations conducted against the FDLR have had disastrous consequences, resulting, which we should be aware of, in large-scale human rights violations and exacerbating the humanitarian crisis. On the other hand, impunity offers an invitation to commit these crimes over and over again. I believe that protection of the civilian population must be the number one priority. The European Parliament must strongly assert that acts of violence, particularly sexual violence, and human rights violations in general, as well as the abuses committed in Kivu, must stop immediately, along with the climate of impunity."@en1
