"Despite the difficulties resulting from the delayed entry into force of the Lisbon Treaty, the Swedish Presidency achieved some notable successes. They include the energy efficiency package and the telecoms package, the creation of a prudential financial supervisory body, agreement on the 2010 budget, particularly as regards financing the economic recovery plan, the Baltic Sea strategy and alignment for this week’s Copenhagen climate conference. The Spanish Presidency to begin in 2010 will guide the transition from Nice to Lisbon and will continue the strategy of promoting employment by stimulating and promoting European economies, as well as addressing other major challenges such as financial regulation and climate change. Because of its geographical and historical proximity, Portugal and especially the outermost regions such as Madeira, which are looking forward to seeing how the Spanish Presidency performs, must try to make the most of the opportunities that will surely be generated. The pioneering EU-Morocco Summit, for example, will be an ideal forum for promoting the Euro-African Atlantic Cooperation Area, which will include Madeira, the Azores, the Canaries and neighbouring countries, especially Morocco. I shall put all my efforts into it and will monitor it closely."@en1
