"I was the rapporteur for the Energy Performance of Buildings Directive, which I negotiated on second reading with the Swedish Presidency of the European Union Council. This is an extremely important report for the future of the European Union and the battle against climate change. It is also significant for the Copenhagen conference, but especially for the 2.7 million jobs which may be created in this sector by 2020. With regard to comitology, in accordance with the Treaty of Lisbon, negotiations have started on an institutional agreement on powers and procedures delegated by the Commission. Bearing in mind that the Treaty of Lisbon creates a new basis both for climate change and a common energy policy, I hope, and we also expect it from the European Commission, President Barroso, that you will present to us a programme of work for the next five years, so that the commissioners we listen to can respond to these challenges as well. As a final point, I would like to mention the lifting of the barriers to free movement of labour in the case of workers from the new Member States, which should be a final action by the Swedish Presidency."@en1
