"Mr President, I, too, would like to express my gratitude to the Swedish Presidency-in-Office of the European Council, but there remains one problem. On Thursday, the European Council took the decision to grant EUR 7.2 billion to finance developing countries’ partial adaptation to climate change, which is all to the good. From my point of view, this amount should be in addition to the development aid that the European Union has pledged to increase to 0.7% of gross national income by 2015. Why? Let us suppose that the EUR 7.2 billion comes from the package that has already been allocated as official development aid; this sum will not be enough to finance the Millennium Development Goals. It would be a case of robbing Peter to pay Paul. We await clarification from the European Council and the Commission on this matter. Any ambiguity surrounding the complementary nature of the amount announced by the European Council of 10 and 11 December would undermine the European Union’s credibility at the Copenhagen conference, which we have no hesitation in describing as crucial to the future of mankind."@en1
