Terrorism threatens our way of life and our freedom. It targets not only the direct victims and their families, which are also directly injured, but also society as a whole. The European pilot programmes referred to for the victims of terrorist attacks are a positive sample in terms of relieving the wounds, but a great deal still needs to be done. Help for victims and their families is not only a moral imperative. It is an imperative in order to send terrorists a clear message that we do not forget. We do not forget that victims of terrorism are often unsuspecting citizens who are injured or killed while they are going about their daily business.
