"I, too, am against the language of sanctions and threats and I, too, am in favour of a constructive policy and dialogue. However, I regret that we have heard far too often today the message that Israel is a democratic state. Israel is a state which is not behaving democratically when it comes to the Palestinians and when it comes to our common objective, which is the establishment of two independent, self-confident and secure states which will co-exist alongside each other. This is why, Baroness Ashton, I think that today you have been given many incentives for the development of a more constructive and a more effective European Union policy. I regret to say that Israel continues to see us as a paper tiger, not as a real entity with which it ought to establish a dialogue and which could be useful in resolving the problem."@en1
