"We are now assessing the reasons why all the goals and targets were not attained. With the new proposal, we will make an assessment – I believe a very honest and objective assessment – of what went right and what went wrong with the Lisbon strategy. I cannot commit at this stage to what we are going to propose; we are precisely at this moment thinking about the way forward. That is why, when I mention the discussions I would like to have with you, I talk about real discussions, because your input is very important. I personally think that to have an overall target for all Member States is probably not very realistic. I think the next phase of the European Union 2020 Strategy will have to be more refined and more sophisticated, having specific targets – agreed, of course, with the Member States – but for different situations. This is my personal thinking. We have not yet come to the stage of presenting a proposal to you. I would also like the new Commission to have full ownership of the proposal, and we will present a of the last Lisbon strategy."@en1
