This is a special instrument in the fight against banking exclusion and poverty. Contrary to what the European Commission is asking, we oppose the idea of reallocating appropriations from the Progress programme to the European Microfinance Facility, because that would send out a negative message to economic operators. We must maintain the Progress programme, which targets the most vulnerable groups, and it is the joint responsibility of the Member States and the European Union to implement it effectively in the current circumstances."@en1
