"Mr President, I should like to take the floor under the catch-the-eye procedure since, earlier, I had only one minute of speaking time when the agenda said I had two. I would just like to add something: although I will join the rest of my group in voting in favour, on Thursday, of the budget we are debating, I nevertheless wish to stress that we are experiencing not only an economic, financial and environmental crisis – as was pointed out earlier – but also a very profound social crisis linked to the rise in unemployment.
Although the budget strikes a delicate balance, I, for my part, regret the Member States’ failure to take account of strong political signals sent out precisely to those people experiencing difficulties. The wish was expressed that additional funding be provided as part of the plan to help the poorest citizens, but unfortunately, it has not been acted upon. I regret that, because it would have sent out a strong signal that we are moving in the direction of a more social Europe."@en1
