"Mr President, I completely support the European Parliament's decision to prioritise funding for the European Economic Recovery Plan. A recovery plan of this kind is necessary to increase economic demand and to re-establish the competitive capability of the region. As a result of the economic crisis, unemployment levels are rising in Europe and this is seriously affecting the European economy. Unfortunately, young people who are looking for jobs for the first time in their lives are the worst affected. It is essential that measures be taken to protect those who are under the greatest disadvantage. We must establish retraining plans so that those who lose their jobs today can quickly find another job in the future. The plan is designed to work with the European Social Fund and with the European Globalisation Adjustment Fund Since 1973, when Ireland agreed to take part in the European Economic Community, the European Union has repeatedly taken a central role – when necessary – in tackling the country’s unemployment problem by means of the European Social Fund. The Union has again taken on this positive role in Ireland and the recovery plan is vitally important in relation to this."@en1
