"Mr President, ladies and gentlemen, this budget represents a response to the economic crisis, with its focus firmly on Europe’s citizens. It is a budget designed to fight unemployment and kick-start the economy. We are therefore prioritising the European Economic Recovery Plan, with financing of EUR 2.4 billion for the coming year. It should also be noted that we are promoting economic recovery when we increase the payment appropriations for the main budget headings. With regard to unemployment and youth unemployment, I would like to highlight the proposal to review the Erasmus programme. We welcome the granting of EUR 300 million of additional support to the dairy sector but I would stress that a budget heading should be created to establish a permanent fund for this sector. We also consider it very important that the current multiannual financial framework for 2007-2013 be revised and extended to the 2015-2016 financial years, as we proposed. I must point out that tackling climate change, together with energy security, are EU priorities that do not feature prominently enough in this budget. As for the budgets for Parliament and the other institutions, which have now been tabled for second reading, they are the same as we approved at first reading. The Group of the European People’s Party (Christian Democrats) repeats that rigour and transparency are paramount, and therefore it supports a long-term buildings policy, the implementation of a zero-based budget at the beginning of each parliamentary term, and a cost/benefit analysis of policies such as Parliament’s communications policy. As for the new demands that have arisen with the entry into force of the Treaty of Lisbon, we support excellence in lawmaking and the demand for adequate resources to achieve this objective."@en1
