"Madam President, ladies and gentlemen, the European Union has been adopting a variety of measures to combat the economic crisis for more than a year. Unlike the other measures, the microfinance facility is actually intended to assist the most vulnerable groups in society who find it difficult to enter and return to the labour market. Solidarity, which is one of the European Union’s fundamental principles, dictates that they should receive special attention. There is now a great deal of interest in this instrument, especially in Bulgaria, and I assume that this is the case in other countries too. I have kept myself informed on this issue, right from the very start of the debates, through the media, many representatives of which are following its development. It is in the European institutions’ interest to demonstrate to the EU’s citizens that our immediate task is to look after those affected by the crisis and the poorest members of society. This will convince people that the institutions are effective and close to them. There is some doubt about whether the facility will be able to reach and serve all its potential customers. The lack of credit is huge and has contributed to the rise in unemployment. EUR 100 million will not be sufficient to help all the unemployed facing the threat of social exclusion. After all, not everyone has the skills to expand a business; not everyone could be successfully trained. What is important is for a decision to be made more quickly and for the microfinance facility to start operating on as large a scale as possible, so that those with ideas and a flair for enterprise can get started now when the crisis is still severe. Next year has been declared the European Year for Combating Poverty and Social Exclusion, so let us adopt proper measures and not delay the start of the recovery process."@en1
