"Madam President, if we are to reduce unemployment, then both the EU and the Member States must shoulder greater responsibility. The proposal for microfinancing is an initiative that Parliament has been pushing for. It is about giving the unemployed a new start and opening the door to enterprise for some of the most vulnerable groups in the EU, including young people. The proposal is intended to facilitate small-scale investments and provide microenterprises with the opportunity to grow.
Following some minor amendments and clarifications the proposal received broad support from the Committee on Economic and Monetary Affairs. The issue on which there has been debate is its financing, as has also been mentioned here. The Commission proposed that no extra funds would be made available, with funding instead being taken from the Progress programme. It has been incorrectly asserted that this opinion is shared by the lead committee, but that is not so.
That is the current situation. I must say that I find it strange that the Council is so stubbornly rejecting our proposal for EUR 150 million during the period – a mean and miserly approach in these difficult times!"@en1
