"It makes perfect sense for the Committee on Women’s Rights and Gender Equality to remind us, as we mark the International Day for the Elimination of Violence against Women, that, in spite of the countless legal instruments and UN declarations, not to mention the numerous resolutions in this Parliament made over many decades, we are still far from a situation of zero tolerance with regard to violence against women. There is no denying that violence by men against women is a violation of human rights and must be punished as such. This Parliament must therefore remind Member States of their obligations to reinforce their legislations and policies to enable them to combat effectively all forms of violence against women. Unfortunately, we have again over-egged the pudding in the resolution tabled before us and, in particular, we have ignored the principle of subsidiarity. Making a request to the Council and Commission for a legal basis to be created for combating all forms of violence against women displays the height of ignorance of the treaties. A legal basis cannot be created. It either exists or not. Asking for a further high-level conference to be held will only incur expense which would be better allocated to specific measures."@en1
