"Madam President, while illegal fishing in the Indian Ocean may be occurring, the Community fleet can certainly not be described as illegal, as has been suggested here. The Community fleet fishes within the strictest bounds of legality, with licences issued under the European Community – Seychelles Fisheries Partnership Agreement and the Indian Ocean Tuna Commission (IOTC), which regulates and manages tuna fishing in the area. Secondly, all Community vessels are equipped with a satellite monitoring system, through which they can be located in real time and at all times by the fishing and military authorities. Thirdly, the Community fleet has observers on board and complies with a strict regime of providing information on fishing activity through fishing logbooks, catch samples and a ban on transferring goods at high sea, among other measures. Lastly, the entire Community fleet has been duly entered in the IOTC regional fleet register. I personally would like both the Commission and the Council to acknowledge that the European fleet fishing in that area is doing so within the strictest bounds of legality."@en1
