"Madam President, we fully support the first part of the statement by Mrs FerreroWaldner. That is indeed the nature of the problem and its very root. Until we tackle the root of the problem, there can be no chance of either an air-based or land-based military solution to it. As to a maritime solution, the officer responsible for Operation Atalanta stated quite clearly yesterday that no maritime solution to piracy is possible. I would remind the House that the United States did attempt a land-based military solution and failed in the endeavour.
It would, therefore, be a mistake to hold back on development aid and on solutions concerning the governance of the country. No military solution is possible, but it is not possible either to privatise the functions of the armed forces, as the Spanish Government has seen fit to do. It is not a case of replacing armies with private security firms equipped with the weapons of war. No, that is certainly not the solution. The solution, in fact, is to put an end to all kinds of piracy. I mean, to put an end to piracy based in Somalia and also to foreign piracy that is wreaking havoc in Somali territorial waters."@en1
