"I would like to make three observations. First, I am glad that Foreign Minister Carl Bildt pointed out the most important message of the Albertini resolution – that the EU remains strongly committed to the enlargement policy and views it as one of the most successful EU policies. This is very much due to the excellent work of Commissioner Rehn. The second important message is that the rule of law is seen as a key principle of democratic progress and one of the main conditions for further accessions. We should also remain clear about the relevance of the Copenhagen criteria. The third observation: I strongly suggest that the opening of the accession negotiations with Macedonia be decided by the December European Council in accordance with the Commission’s recommendation."@en1
