"Mr President, we are hearing criticism that two quite unknown politicians have been appointed to top positions within the EU. I think that this criticism is unfair. We in Parliament at least have come to know Mrs Ashton as an excellent leader. However, the criticism needs to be dealt with, for many are now concluding that the Member States want to see the EU function merely as an intergovernmental coordinating body, rather than a separate political level with the task of finding common solutions to major challenges such as growth, jobs, peace and the environment. If it were true, it would be quite absurd. Against this background, it is worrying that the Commission and the Council have found it so difficult to demonstrate any ability to act in respect of one of the greatest internal challenges that the EU is facing, namely the reform of the EU’s long-term budget. We now need to provide the necessary resources in order to invest in the internal market. It is transport and infrastructure for energy that are at issue. We must provide the resources necessary to be able to back up what we are saying in the new Lisbon strategy with a view to 2020. We need to resolve the issue of climate financing at least to some extent through the EU’s budget and we need to prepare for forthcoming enlargement. My question to the Presidency and the Commission is therefore: when will we see tangible proposals for a mid-term review that will have an impact on the non-existent budget margins for the remaining three years of this financial perspective, where the current ceilings prevent any reasonable action being taken to tackle the challenges that cannot wait until after 2013 and also a proposal drawing up guidelines for a long-term budget reform?"@en1
