"Although the telecoms sector is going through an unprecedented period of development, it was crucial to support the report by my colleague, Mrs Trautmann, as it will mean that consumers are offered better services at fairer prices.
I welcome the fact that this text will increase users’ rights to universal services, via clearer contracts, a more accessible emergency telephone number, a hotline for missing children, greater consideration of the rights of disabled people, and a guarantee of number portability. It will also make it possible to protect privacy better and to combat illegal practices on the internet by improving the security and the integrity of electronic communication networks.
Lastly, it is gratifying to have obtained a legally sound solution offering European citizens procedural safeguards such as observance of the inter partes principle, the presumption of innocence and the right to be heard, and which obliges the Member States to comply with those safeguards before taking any measures aimed at restricting internet access."@en1
