"Two years ago, Europe took the initiative to lead the battle against climate change. There is a legislative framework in place at European level and the initiatives for developing the relevant technological platform need to be promoted, which will facilitate the transformation towards a low-carbon economy. European leaders have great ambitions for the negotiations in Copenhagen. Even though the conditions for a definitive agreement are not yet in place, it is important that the foundations are laid for a global consensus on a successful agreement. Following my inclusion in the parliamentary delegation which travelled to Washington in connection with the negotiations in Copenhagen, I learnt that the economic effectiveness of the measures envisaged to combat climate change needs to be discussed. As soon as all the participants in the negotiations are convinced that the measures for combating climate change will have a beneficial economic effect and that their economies will not be vulnerable, a global strategy will be reached."@en1
