"The basic aim of the alterations to the framework directive for electronic communications networks and services is to strengthen the rights of telephone and internet users and also to increase competition between telecommunications providers. Currently, electronic communications are regulated by rules which were approved seven years ago. Since then, the area has progressed dramatically. As a lawyer, I think that Parliament exceeded the authority given to it by the treaty by adding, at the last moment, a proposal for alterations which required public regulatory institutions to promote the interests of European Union citizens, prescribing that no restrictions may be imposed on the basic rights and freedoms of the end-user without a prior ruling by the Court. I am pleased that, as a result of the discussions held by the conciliation committee, a better way has been found to secure legal correctness in the text, and also to provide protection for all users and show respect for the jurisdictions of the Member States. The decision allows us finally to approve the changes to the framework directive for electronic communications networks and services."@en1
