lpv:translated text	"The entry into force of the Treaty of Lisbon will change the current budgetary framework of the EU and result in a need to adopt legal acts to implement it. These include, in particular, adoption of the new regulation on the multiannual financial framework and of the financial regulation on the new principles on how to adopt and implement the budget, and approval of the new interinstitutional agreement. As the whole procedure of adopting these new measures will take several months, I agree with the rapporteur that transitional guidelines are needed, which should come in together with the entry into force of the treaty. These guidelines will be important to allow the institutions to implement the budget and approve amending budgets, as well as for the 2011 budget procedure, if necessary."@en1
