It requires not only a significant increase in the Community budget but also a fair sharing of risk, as well as other policies that prioritise protection and social inclusion, the creation of jobs with rights for all, and access to universal, quality public services, so as to guarantee the fundamental rights of all citizens. Community funding and all proposed economic and financial measures alike should therefore be accompanied by an assessment of their social impact in order to avoid exacerbating inequality and poverty.
