"It is very important for us to have good relations and a good partnership with Russia. At the same time, efforts are being made at developing the Eastern Partnership, which aims to activate EU relations with Belarus, Ukraine, Moldova, Georgia, Azerbaijan and Armenia. Despite the many declarations made by the European Union and by Poland about cooperation with the Russian Federation, my concern is aroused by the fact that in September, thousands of Russian soldiers took part in military exercises named ‘West 2009’ in Belarus. The objective of these exercises was to put down a fictitious rising of the Polish ethnic minority. The holding of joint Russian-Belarusian military exercises on the assumption that the aggressor is one of the Member States of the European Union is extremely disturbing. In addition, it surprises me that there has been no reaction to this from the European Commission or from the EU High Representative for Common Foreign and Security Policy. I hope this subject will be raised during the forthcoming European Union-Russia Summit, which will be held in Stockholm on 18 November."@en1
