lpv:translated text	"Mr President, the Swedish Presidency is to be congratulated. That stubborn man in Prague has finally signed and we have now reached the end of the journey at last. Hopefully, it will not be institutional issues that take up our time over the next decade, even though Václav Havel, being a true European hero, was prepared to take further steps right away. The fact that the Czech Republic was granted exemption from the Charter of Fundamental Rights is disappointing, in my opinion. As Mr Duff pointed out, it is quite enough that Poland and the United Kingdom have opt-outs. A global agreement must be reached in Copenhagen in which the wealthy nations of the world take a greater share of the responsibility. The poor nations of the world are not responsible for the warming of the planet. At the same time, of course, the growing economies must do their bit. Finally, Minister, the process ahead of the summit next week, when a president and a foreign minister are to be appointed, should have been carried out with greater transparency. The current secretiveness is embarrassing for a democratic Europe and I believe that I am not the only one to hold that opinion."@en1
