"Mr President, it is great that we can now close the final chapter on the saga of the treaty. However, I regret that we had to pay the price of extending to the Czechs the extremely poor precedent of the British protocol on the Charter. The press is reporting the protocol as being an opt-out from the Charter. I would be grateful if the Presidency, in concluding the debate, could confirm that this is far from the position and that the Charter will still be binding upon the Czechs and their President sitting in his castle. The import of the protocol is to constrain the practice of the courts in deploying the Charter during their domestic litigation, which is something far inferior and peripheral – and, at the end of the saga, negligible."@en1
