"Mr President, I would like to make two comments, each regarding aspects of the conclusions of the European Council from the perspective of the chair of the Committee on Civil Liberties, Justice and Home Affairs and, therefore, involving the area of freedom, security and justice. The first is on immigration: I welcome the fact that immigration occupied a significant place in the conclusions of the Council and I think it important that immigration policy is going to be, for the first time, a Community policy and that it is going to be the subject, during the Spanish Presidency, of an initial assessment that will involve the role of the European Parliament and of the national parliaments. At the same time, however, since there was a reference to solidarity in aspects of the management of immigrant movements, I regret the fact that this was not done under the binding solidarity clause, with its financial implications. The second has to do with the institutional dimension of the area of freedom, security and justice, because this is going to entail a ‘before’ and an ‘after’ in the activities of this Parliament. Finally, there is to be a Community policy; at last, the European Parliament will be taking the decisions on it. European citizens are entitled to hope for much from the conclusions of the European Council that will mark the end of the Swedish Presidency on 10 December, with the area of freedom, security and justice at last being enshrined as a major sphere of action that is genuinely European, and genuinely humanitarian, through the adoption of the Stockholm Programme, to which the Committee on Civil Liberties, Justice and Home Affairs is making a decisive contribution through the report that will be adopted this week."@en1
