"Mr President, the entry into force of the Lisbon Treaty is indeed an historical event. We should applaud it. We should be happy about it. We should congratulate ourselves and certainly we should congratulate the Swedish Presidency for the fact that they achieved this result. A treaty, however, is not enough. Even the most perfect treaty could not, by itself, solve many of the problems. We need inspired and competent people to enhance it. In the case of the Lisbon Treaty, this is even more important since this treaty is the result of endless compromises, long discussions and long debates. Therefore, unavoidably, it has a lot of ambiguities and gaps. It is for the future top decision makers to clarify things, to fine-tune the rules, to shape the institutions, to give the right interpretation to all provisions of the treaty and to detail the job description. The coming mandate, the coming legislature, will be crucial for the European Union architecture of the future. If we want this architecture to be viable, it must be a synthesis of all the historical experiences, cultural sensitivities and political traditions of all European regions and all European citizens. Therefore, we need the team formed by the first three functions in the European Union – the President of the Council, the President of the Commission and the High Representative – to include all political sensitivities, all regions, and all geopolitical, cultural and geographical regions of Europe. I believe that this will be achieved and I believe that, if this is achieved, it will be good for the viability of the architecture and the effectiveness of the institution, but also for the credibility of the Union in the eyes of all our citizens."@en1
