lpv:spoken text	"I voted in favour of these changes to the Single CMO because I believe that the EUR 280 million package is realistic and will be positively received by the dairy industry. I am therefore persuaded that it will be necessary to grant temporary powers to the Management Committee under Article 186 in order to deliver this support. However, I believe that the Commission should enjoy these powers for only a maximum of two years in order to ensure the smooth delivery of this package. I cannot, however, support the national milk quota buy-back scheme that the Commission also proposed and which included plans to raise a superlevy on producers exceeding quota. We should not be penalising the efficient, who are the future of the industry. This package is a short-term measure to address a short-term solution, yet the industry needs a clear long-term strategy for the future."@en1
