"Mr President, I voted to amend the Regulation establishing a common organisation of agricultural markets, although I have my doubts as to whether the new way of calculating penalties for exceeding national quotas should be effective from April 1 this year. It means rescinding laws retrospectively, which undermines the principle of legal certainty. However, I have voted in favour, as this amendment will release EUR 280 million of funding for milk producers and holds out the hope that the milk producers have weathered the worst of the storm. There remains, however, a fundamental question regarding the future of milk production in the European Union, and within this area the most important issue is the future of milk quotas. At the moment, there are contradictions in the actions of the Commission. On the one hand, there is a proposal to increase quotas and eliminate quotas in 2015. On the other hand, the motion tabled today is that supply be reduced. We have to decide one way or the other. I am for a continuation of quotas."@en1
