"Mr President, I, too, would like to express my sincere thanks for this splendid, factual report. Thanks to establishment of the European External Action Service, the European Union will be able to have an active presence in the international arena as a creator of international policy. This is extremely important. Of course, we all agree that the question of the quality of services is principally the responsibility of the Commission and the Member States, and that in this matter, cooperation is needed between the European Parliament, the Council and the Commission.
However, I would like to ask the Commissioner whether, on the basis of her contact with the European Parliament, she envisages a practical possibility of using our work in the form of active cooperation, for example, in interparliamentary delegations. I think there are many forums where the High Representative and the European External Action Service could cooperate actively with Parliament, including by means of delegations. Are appropriate preparations being made in this regard?"@en1
