"Mr President, ladies and gentlemen, I should like to point out that I am unable to make my speech in Catalan since it is not yet an official language, even though it is the language of more than 10 million European citizens. For that reason, I am speaking today in Italian. The Finnish Government recently recognised the right of all citizens to have a broadband Internet connection as a universal service. This service is, in fact, an element of economic development, social justice and territorial balance, because it guarantees access to information, thus preventing the digital divide. In the same way, affordable broadband access is crucial when it comes to building the knowledge-based economy laid down in the Lisbon objectives. Will the next European Council adopt measures to ensure that the European Union as a whole sets the world an example in this area too?"@en1
