"Achieving an agreement in Copenhagen will give the necessary impetus for coordination at global level of the actions to be taken against climate change. The climate crisis must be inextricably linked to the economic crisis. This provides an opportunity to move from an unsustainable economy based on limited natural resources to a sustainable one. In addition to promoting the strategy for energy supply security and energy efficiency, Europe must devise a plan for investing in new energy technologies. The promotion of green technologies at Community level does not only involve finding an alternative solution to the energy crisis, but also boosting economic growth and creating new jobs. On the other hand, reaching agreement in Copenhagen offers an opportunity to promote the future links between the EU’s system for trading emission allowances and the regional or federal trading systems in the US and other countries which operate this kind of system or similar systems. Last but not least, the EU must adopt a uniform position for maintaining its leading role in negotiations. It must also be actively involved in strengthening existing partnerships in the climate sector with developing countries, as well as in establishing new partnerships where they do not yet exist."@en1
