"Leaving aside the jobs which have been undermined in registered businesses, the health implications of this are extraordinary. Half of all the patients admitted to the largest hospital in Ireland, St James’s Hospital, are admitted with smoke-related illnesses. If you care to check in all the other Member States, you will find a similar situation. These cigarettes are contributing to that problem but not making any contribution to the cost of treating it. I understand that the figure that has been put on the amount of illicit trade coming into the European Union by way of cigarettes is EUR 9.5 billion, and 97% of it goes undetected. Is it not time for a comprehensive approach by the Commission, including, for example, looking at the possibility of a coastguard to deal with this problem?"@en1
