"Madam President, honourable Members, Commissioner, due to some slight delays, I will have to leave Parliament very shortly, as my flight leaves in 45 minutes. I will ensure that everything that is said is passed on to me. It has been a good debate. Many good suggestions have been made. It is difficult to set priorities, but set them we must. As regards research, I can tell Mrs Ek that we are investing 7.3% more in research than in the 2009 budget, which I think is a lot. In its proposal, Parliament invests and increases expenditure substantially compared with 2009. At the same time, we must bear in mind that the EU is in recession. Public finances in the European Union are declining by around 7%. That is not something we can ignore. The Council is also investing more, but it is also investing more selectively. We are investing in measures that will stimulate growth and we are being more restrained when it comes to areas such as administrative expenditure. At the same time, we are pleased to see that Parliament is also taking important steps in this area. Following today’s debate and the discussions that I have had previously with representatives of Parliament, I believe that – together with the Commission – we will be able to reach agreement on a genuinely good budget in the time to come."@en1
